Prof. M. L. Goyal started his
carrier as a
faculty member in the Department of Computer Science at BITS, Pilani in the year 1973. There,
during 1973-75,he
taught graduate and undergraduate courses in Computer Science. He along with
other colleagues in the Department, started, first time in the
country, M.Sc.Tech (Computer Science) programme of
two years duration. In September, 1977, he joined CMC
Limited (Northern Region) in the Systems & Software group at Delhi. During 1977-90, he was associated with
Programming, System Analysis & Design, Education and Training, System
Consultancy, System Installation & Support, Software Development, &
Implementation, Business Development and their management. He was very
actively associated with the development & implementation of IMPRESS, an
On-line Real-time Railway Passenger Reservation System for the Indian
Railways at Delhi, Bombay & Calcutta. In August 1990, he moved to CMC
Corporate Systems Group at New Delhi at the Corporate Office. There, he looked after Quality Assurance,
Staff Training, Software Procurement, Regional Reporting Systems and other
related activities. In January 1992, Dr Goyal had gone
to Mauritius, on deputation from CMC Limited, as an Adviser to the Govt. of
Mauritius. There, he headed the Central Informatics Bureau (CIB).The Central Informatics Bureau was
responsible for planning, coordination and implementation of the Informatics Programme in the Ministries and Departments of the Govt.
of Mauritius. He initiated a large
number of IT Projects in various Ministries and Govt. Departments and
monitored their progress and taken steps to create IT infrastructure in these
offices. He was also a Director of the Board of the State Informatics
Limited, Mauritius. He returned back to Corporate
Office of CMC Limited, New Delhi in April 1993. During 1993-94, he initiated implementation
of quality processes in software development cycle at different Regions. During 1994-2003, as Additional
General Manager - Education & Training, Dr Goyal headed the operations of
the Education & Training Strategic Business Unit (SBU) of the Northern
Region. During this period, he was instrumental in providing IT training,
both in software and hardware, including Diploma and Post Diploma, to
thousands of students and a large number of professionals and corporate
houses from India and developing countries. E&T Northern Region had opened 135 Authorised
Training Centres in Northern India. In 2003, Dr Goyal was posted at
Chennai as General Manager of Tamil Nadu, Karnataka and Kerala States. There,
he headed overall operations of CMC in these states. He came back to Delhi, at
CMC Northern Region, in 2005 and coordinated implementation of Tata Business
Excellence Model (TBEM). Its main objectives were to enhance value to
customers and contribute to marketplace success; maximise
enterprise-wide effectiveness and capabilities; and deliver organisational and personal learning. The TBEM system
focuses on certain key areas of business performance: customer-focused
results; product and service results; financial and market results; human
resource results; organisational effectiveness
results; governance and social responsibility results. In July 2006, he
became General Manager of Northern Region and coordinated its overall
operations for its Northern Region. Its operations are spread over 11 States. During his 31 years of service at
CMC Limited, he was given several appreciation and special contribution
awards. In October 1998, he was given the Outstanding Recognition Award for his
significant contribution for the growth of IT Education and Applications
& for achieving professional excellence. He was elected as the President of
the Computer Society of India for two terms during 1994-96. Prior to this, he also got elected as its
Hon. Secretary, Chairman, Division III, Chairman, Division VII and the Vice
President. He was also elected Chairman, Nominations Committee of CSI for the
year 1999-2000 & 2002-03. He had organized a number of Workshops,
Seminars & Conferences under the aegis of Computer Society of India. As CSI President, he set up a Committee to
prepare a draft IT Policy. The
Committee brought out a document "INTENT- Information Technology for
National Transformation" and the same was released to the Press in October,
1995 and submitted to various Govt. Ministries/Departments and Planning
Commission. In September 1998, CSI conferred on him its Fellowship Award. Dr Goyal represented India as CSI
Representative in the South East Asia Regional Computer Confederation
(SEARCC) Executive Council during 1994-96. The SEARCC was a Confederation of
14 countries of the South East Asia & Pacific Region. He attended SEARCC
Executive Council meetings at Hong Kong, Karachi, Colombo and Bangkok. Dr Goyal was CSI's representative
to International Federation for Information Processing (IFIP) during
1996-98. During this period, he was Chairman of
the Developing Countries Support Committee.
He also got elected to the IFIP Council as a Trustee during 1997. He attended IFIP's General Assembly
meetings at Canberra & Brazil and its Council meeting at Manchester. Dr Goyal was elected President of
the Computer Science Section of the Indian Science Congress Association
(ISCA) for the year 1999-2000. As President, he organized a number of seminars
/ symposiums during January 3-7, 2000 for the Science Congress 2000 at Pune. He delivered the Presidential Address on
"Information Technology into the next millennium". He also delivered the
Platinum Jubilee Lecture on "ICT Applications and Environmental
Sustainability" in the Section of Information and Communication Science &
Technology at the 95th Indian Science Congress held at Vishakapatnam
during January 3-7, 2008. Dr Goyal has attended a number of
National and International Conferences including IFIP-77 World Congress at
Toronto, IFIP-96 World Congress at Canberra, ICCC-77 Conference at Toronto
and EUROMONEY Conference at Mauritius. He has presented papers in various National & International
Conferences including the IT Conferences held at Hong Kong and Kuala
Lumpur. He has widely traveled and
visited six Continents. Dr Goyal's
biographical profile has been included in 'Reference Asia-Asia's Who's Who
of Men & Women of Achievement' (Millennium Edition), 'Asia/Pacific Who's
Who', 'INDO-ASEAN Who's Who', 'Asian/American Who's Who' published by Rifacimento International, New Delhi; 'Eminent
Personalities of India' (2002) published by International Biographical
Research Foundation, Nagpur and 'Asia-Men & Women of Achievement'
published by Reguerdon Sdn.
Bhd., Kuala Lumpur, Malaysia. Dr Goyal has several publications
including research papers, technical articles, conference proceedings and
books/manuals to his credit. A number of papers were published in National
and International Conference Proceedings / Journals. His interviews were published in various
newspapers, computer magazines in India and Mauritius and were broadcast on
All India Radio and telecast on Mauritius Broadcasting Corporation (MBC) and Doordarshan. Dr Goyal has served as a member in
various Committees formed by the Department of Information Technology,
Ministry of Communication and Information Technology, All India Council of
Technical Education, Confederation of Indian Industry, Technology Information
and Assessment Council of Department of Science & Technology and Bureau
of Indian Standards. He was also a
member of the Governing Council of DOEACC Society during 1994-96. Presently, He is a member of the Electronics
& IT Division Council (LITDC) of Bureau of Indian Standards. Dr Goyal has been a member of the
National Board of Accreditation (NBA) team of All India Council for Technical
Education (AICTE) and visited a number of technical institutions for accreditation
of their MCA/B.Tech and M.Tech(Computer Science) programmes. In 2006, Dr Goyal was elected, for
a period of three years, to the Council of the Institution of Electronics and
Telecommunication Engineers (IETE), a professional institution having a
membership of more than 58,000. He had been its Chairman, Board of
Examinations and Honorary Treasurer. Presently, he is Chairman, Innovation
and Exploration Committee. The Institution of Engineers
(India) Delhi State Centre, presented the Scroll of Honour
to Dr Goyal for his significant contribution to the advancement, business and
practice of Engineering in India, during its 14th National Convention of
Computer Engineers held at Delhi during November 1999. During 1999, the American Biographical
Institute, Inc., U.S.A. conferred on him an Honorary appointment to its
Research Board of Directors. In November 2005, the India International
Friendship Society presented the VIJAY RATTAN Award to Dr Goyal for his
meritorious services, outstanding performance and remarkable role in the
field of Information Technology. Dr Goyal is a Fellow of Computer Society of India, Institution of Engineers (India) and Institution of Electronics & Telecommunication Engineers. |
